SB 887B Update

As a result of yesterday's failure by the Senate to concur with the House amendments, SB 887B is being sent to a conference committee. This is what often happens in such cases, the purpose being to work out the differences between the two chambers.

We have been advised that the objectionable language in Section 3 CAN be changed by the committee. Whether or not it WILL be changed remains to be seen.

So everyone who wants to preserve our voter annexation charter amendments still needs to contact your Senator(s) if you haven't already done so. The message is "Please do not enact SB 887B until Section 3 is amended to mirror the language in HB 2484."

The Section 3 language (removes city voters from ORS-195 annexation elections until January, 2008)makes absolutely no sense in light of the Legislature's action on HB 2484. We have pointed this out to all the Senators and hopefully they will see the logic of our argument.

Secretary, OCVA
